Who are we? What do we want?

The Federal Climate Amendment Institute is a youth-led movement demanding that the U.S. Constitution guarantees every American the right to a livable climate through the ratification of the Federal Climate Amendment.

FCAI is bringing young people to Congress and mass educating our federal legislators on why today’s youth and future generations need the Federal Climate Amendment as a permanent, concrete, legally enforceable solution to the climate crisis: we want our right to a livable future to be written into the law of the land.

What is the Federal Climate Amendment?

Authored by the young people of our movement alongside climate lawyers and legal scholars.

How do we know Climate Amendments work?

Since 2023, in states like Montana and Hawaii, youth plaintiffs have sued and won concrete decarbonization policies in constitutional climate lawsuits on the basis of similar state-level amendments.

But only around ~5 state constitutions protect fundamental environmental rights.

Why a Constitutional amendment?

In 2022, Congress passed the Inflation Reduction Act, investing ~$400 billion in the renewable energy economy to accelerate decarbonization and fight climate change. Since January 2025, the new Administration and Congress has rolled back most of this funding and gutted bedrock climate protections and regulations. Science tells us we don’t have time for decarbonization to waver with shifting political majorities.

What's our strategy?

We’re taking climate amendments to Congress and state constitutions across the nation. We believe that constitutional reform is built from the ground up.

LOCALLY

Recruiting, training, and empowering youth in local communities to educate their peers, contact legislators, and take direct action for their right to a livable climate through a membership and chapter-based model.

STATEWIDE

Working with legislative allies in states such as Maryland, Oregon, and Virginia to write, introduce, and ratify state-level Climate Amendments to revolutionize the climate litigation terrain from rights-based reforms.

NATIONALLY

Building popular support for the ratification of the Federal Climate Amendment through teach-ins across the country, legal research, and educating members of Congress through office meetings, staff briefings, and press conferences.

FCAI State Chapters

FCAI Chapters include local high schoolers, college students, and young people organizing to build support for the climate amendment in their communities and advance state-level climate amendments through ballot measures.
